Lifting of border restrictions for visitors from Australia (excluding Victoria State) and Singapore Citizens/Permanent Residents

From 1 October 2020, 1200 hrs (Singapore time), visitors travelling from Australia (excluding Victoria State) can apply for an Air Travel Pass (ATP) for entry into Singapore on or after 8 October 2020 Singapore Citizens, Singapore Permanent Residents and Singapore Long-Term Pass (LTP) holders are not required to apply for an ATP. LTP holders refer to Work Pass holders, Student’s Pass holders, Long-Term Visit Pass holders and Dependant’s Pass holders, as well as those who have been granted In-Principle Approval for a LTP. LTP holders need to apply for an Approval Letter for Entry as per the arrangement today. Applicants must have remained in either Australia (excluding Victoria State) in the last consecutive 14 days prior to their entry. They will undergo a COVID-19 test upon arrival at the airport and if the result is negative, they will be allowed to go about their activities in Singapore, without a need to serve a Stay-Home Notice (SHN). 

Prior to travelling to Singapore, visitors from Australia will need to apply for an ATP between 7 and 30 days before their intended date of entry into Singapore. Do note that Australia’s border restrictions remain in effect and travellers arriving in Australia must still comply with the prevailing regulations, including serving of quarantine for 14 days.

From 2 October 2020, 0000 hrs (Singapore time), returning Singapore Citizens, Permanent Residents (PRs) and Long-Term Pass Holders (LTPH) from Australia (excluding Victoria state) will not have to serve Stay-Home Notice but will undergo a COVID-19 test upon arrival at Changi Airport. They are strongly encouraged to register and pre-pay for their post-arrival COVID-19 test prior to departing for Singapore. There is no need for Singapore Citizens and PRs to obtain any approvals or apply for Air Travel Pass to return to Singapore.
